Penny Barkan believes education is the best investment in self one can make. As a school board trustee she considers it vital that our students understand their personal learning strengths and vulnerabilities, recognize the importance of perseverance to acquiring knowledge and skills, establish goals for their future, and desire to be life- long learners.
In 2011, Penny was appointed to the school board following the resignation of a trustee. She served one year in that capacity and in 2012 was elected to serve out that four year term ending in 2014.
She is a Sheridan native who attended Sheridan College and the University of Wyoming earning a BS in Secondary Science Education. As a 30 year classroom teacher at the Big Horn campus she earned a MLS in Middle School Science Education from Regis University in Denver and became a highly qualified reading instructor before retiring in 2008. Penny continues to hold a WY teaching license which is valid until 2020. Upon retiring she once again returned to Sheridan College as a full-time student while working part-time at the VA Medical Center as a certified nursing assistant. In 2009 Penny earned a certificate in nursing and continues her part-time employment at the VA as a licensed practical nurse. She is married to David Barkan, a retired chemistry/mathematics professor, and they have children with grandchildren in both Sheridan County School Districts one and two.
